General Statement Of Duties: Develop, plan, coordinate, and manage the district's digital design and electronic communications; coordinates the development and maintenance of the district's web site; plans, organizes and contributes editorial, photographic and multimedia content to the district's various social media sites; does related work as required.
Distinguishing Features Of The Class: An employee in this classification is responsible for the planning, management, design, and coordination of a wide variety of projects, marketing strategies, promotional campaigns, and public information programs. Review and coordination with departments requesting materials is a prime responsibility. Provides marketing support and general staff assistance to the department with the implementation and coordination of District programs and internal and external communications. Work is performed under the supervision of a departmental supervisor or designee, who reviews overall project effectiveness and quality of work. Supervision is not normally a responsibility of positions in this classification; however, the employee may sometimes have lead-worker responsibilities over part-time employees or interns assigned to specific projects.
EXAMPLES OF ESSENTIAL DUTIES PERFORMED:

Provide excellent internal and external customer service. Create a positive experience for staff and patrons through professional and courteous behavior and creative problem solving.
Coordinate the design, development, and maintenance of the district's web site.
Oversee and maintain all social media including Willamalane's Facebook, Twitter, Instagram, and emerging technologies/applications accounts.
Track and report digital communications analytics and metrics, measuring effectiveness of communications strategies and recommending changes as appropriate.
Provide technical assistance to staff in digital design and content creation. Review and coordinates projects with departments requesting communications and marketing assistance. Supervises the timely completion of assigned projects within the district.
Explore and recommend new, creative marketing and internal/external communication strategies.
Contribute to and publish social media posts, internal and external e-newsletters, blog posts, email blasts, and other digital communication pieces.
Create multimedia content through shooting photos and videos, editing footage and posting to website and social media sites.
Develop and maintains graphic design resources, equipment, software, libraries, and other materials for the district.
Knowledge: Expertise in desktop publishing, electronic design and illustration, graphic arts production, Web site development, and broadcast media. Extensive knowledge of marketing, advertising, promotions, writing, spelling, composition, and media resources. Experience in marketing and communications, with particular emphasis on digital media.
Skills: The use of Macintosh and PC computers and related software/hardware, with special emphasis on graphic arts, desktop publishing, photographic, illustration, pre-press, Web publishing, and design programs; conventional design and production knowledge; copy writing and editing; marketing techniques; and project coordination.
Abilities: Communicate effectively both verbally and in writing; plan and develop attractive, appropriate marketing and communication solutions within the constraints of deadlines and budgets; work effectively and cooperatively with coworkers and vendors; organize, prioritize, and work on multiple projects with excellent time-management and organizational skills; work independently; maintain equipment, resources, materials, and records; learn new technologies, keep up with current trends, and adapt to changes.
Physical Demands Of Position: While performing the duties of this position, the employee is frequently required to sit, stand, bend, see, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility including the ability to move materials weighing up to 25 pounds on a regular basis such as boxes, books, materials, etc. Manual dexterity and coordination are required over 50% of the work period. Experience And Training: Experience in Web design theory and knowledge of Web development software. Four-year degree in public relations, advertising, marketing, or other related field, and at least four years of progressively responsible experience in graphic design, publications, advertising, public relations, and/or marketing work; or any satisfactory combination of experience and training which demonstrates the knowledge, skills, and ability to perform the above-described duties.
Necessary Special Requirements: Possession of or ability to obtain and maintain a valid Oregon driver's license; safe driving record.
