This is responsible professional, administrative and managerial work in the development, supervision, and evaluation of all Fitness & Aquatic programs operated by the Park and Recreation Department. This position is responsible for the overall RIFAC membership side of the facility and the seasonal operation of the outdoor water park, Whitewater Junction and all necessary training and certification for staff.
Work is performed under the administrative direction of the Assistant Director of Parks & Recreation; work is reviewed on the basis of conferences and reports for overall program effectiveness. This position is responsible for all financial processes and training for frontline staff. Department policies are provided.
Acts as a team member with the Recreation Managers; embracing and supporting the Vision and Mission of the Rock Island Park and Recreation Board and the City of Rock Island.
Identified aquatic, fitness and leisure needs and associated benefits and develops programming to fulfill those needs.
Develops, creates and delivers fiscally sound programming and events with a focus on revenue generation.
Works to establish annual program budget for all related recreation program operations. Directs the expenditures of funds in accordance with approved estimates and department policies for purchasing.
Directs and assigns responsibilities to part-time staff.
Screens, interviews, hires and supervises staff under his/her direction.
Maintains records and prepares reports for the Assistant Director of Parks & Recreation.
Maintains social media for RIFAC and Whitewater Junction by posting weekly updates, promotions, etc.
Plans, supervises and prepares all aquatic oriented programs and special events offered by the Department, including hiring appropriate personnel, securing equipment, preparing schedules, setting program budgets, and arranging for proper facilities in conjunction with recreation team.
Assists Recreation Team with assembly of Park & Recreation Leisure Guide. Establishes, prepares and edits all programs descriptions, fees and facilities.
Provides effective and efficient customer services and promotes and maintains responsive community relations.
Acts as a member of the Recreation Team for special events, programs and other activities.
Graduation from a four year college or university with a degree in the field of Parks & Recreation; or in related field with experience in the field of Recreation and Park Administration.
Thorough knowledge of principles and practices of recreation and leisure programming.
Thorough knowledge of city, state, and federal laws regarding the provision of recreation and leisure programming for all individuals.
Thorough knowledge of budgeting, procurement, personnel, and other management practices.
Knowledge of computer technology and skills such as it relates to recreation and leisure services.
Ability to analyze and advocate solutions to complex problems.
Ability to plan, organize, and direct the work of subordinate staff.
Ability to communicate ideas clearly and concisely, orally and in writing, and speaking publicly to groups and organizations.
Ability to establish and maintain effective working relationships with provision of recreation and leisure programming for all individuals.
