Under general direction from the Assistant Director of Parks & Recreation, performs work of considerable difficulty in planning, organizing, and directing a comprehensive section of innovative recreation programs, services, and facilities, including community buildings and rental facilities in the division of community recreation: therapeutic recreation, older adult recreation, special events, cultural activities, and history. Performs related work as required.
EXAMPLES OF WORK:
Supervises, trains, and evaluates the work of the division's professional staff
Supervises and participates in the development and implementation of community outreach plans to target underserved populations and to increase program participation
Manages and participates in the development and administration of the department’s budget; monitors and approves expenditures
Researches, develops and submits funding proposals for various programs
Develops and supervises maintenance of outside funding sources including grants and sponsorships
Represents the department to the general public, school representatives, community groups, county staff, vendors, contractors and other internal and external parties
Participates in the development and implementation of departmental goals, objectives, policies and standards affecting operations and ensures compliance with policies and procedures.
Assists in the development and administration of budget(s) for assigned facilities, services and programs
Responds to and resolves inquiries and complaints related to the division’s programs, activities and events, operations, projects and plans
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of principles and practices of programming events and activities for a diverse population
Knowledge of strategic planning principles and theories to develop, plan, organize and coordinate comprehensive recreational programs taking place throughout various facilities in Chesterfield County
Ability to operate a personal computer and related software and other standard office equipment; to communicate effectively orally and in writing
Ability to develop and maintain effective working relationships with internal and external customers
Critical thinking skills with the ability to problem solve and make sound decisions including while under pressure
Ability to develop and maintain partnerships with various organizations and county departments
Ability to present ideas and recommendations clearly and concisely, both orally and in writing
MINIMUM EDUCATION AND EXPERIENCE:
Bachelor's degree in recreation, physical education, sports management, or a related field; five years of experience in recreation or community program planning to include two years of supervisory; or an equivalent combination of training and experience.
Good driving required. Must not reflect a total accumulation of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Pre-employment drug testing, FBI criminal background check and education/degree verification required.
