Plans, coordinates, administers and directs the operation of the County's Parks, Recreation and Natural Resources Department. A priority for this position will be the implementation of the recently updated Parks and Recreation Master Plan, which outlines the growth, management and development of the County's future Parks, Recreation and Natural Resources system that will include active and passive parks, natural areas, community centers, recreation facilities, trails, programs and special events. The ideal candidate will possess a combination of excellent interpersonal skills, creative problem solving ability, strong business and administrative skills.
ESSENTIAL JOB FUNCTIONS
Plans and directs the maintenance, operation, and current programming of thirteen athletic complexes, three recreation complexes, four community centers, two aquatic facilities, four coastal parks, three wilderness parks, open space and natural areas, and numerous non-profit youth organizations. Sets goals and objectives for three distinct divisions including the Natural Resource Division, Fiscal and Support Services Division, and Parks and Recreation Division. Oversees maintenance of navigational aids (four channels), three artificial reefs, seagrass, and manatee protection zones. Prepares, presents and administers an operating budget of approximately $10 million and directs the activities of approximately 130 full-time employees and approximately 85 seasonal employees. Prepares and delivers presentations to the Board of County Commissioners and citizen groups. Works with citizens on suggestions and concerns regarding the delivery of Parks, Recreation and Natural Resources Services. Coordinates and monitors Master Plans, Capital Improvement, and Capital Maintenance Programs. Oversees the completion of design and construction of projects. Prepares periodic and special reports concerning the status of Recreational Programs, Parks, Environment Lands, and Capital Construction/Maintenance Projects. Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of a Parks, Recreation and Natural Resources System. Ability to plan, develop, and administer a comprehensive recreation program, including active and passive programs. Knowledge of local government financial management practices, concerning budget development, presentation, administration, and purchasing, as related to Parks, Recreation and Natural Resources. Knowledge of the principles and practices of personnel management, including recruitment, evaluation and discipline. Familiarity with the protection and management of Natural Resources and the impact of facilities, maintenance practices, and programs on the environment. Familiarity with facilities site planning and construction practices, and building ground maintenance protocols. General knowledge of contract law as related to construction contracting, facility lease agreements, and Natural Resources regulations. Familiarity with Risk Management issues concerning facility usage, and occupational safety. Ability to communicate effectively both in written and oral forms, in a formal and informal environment. Possess effective supervisory and leadership skills. Possess highly developed public relations skills.
Ability to establish and maintain effective working relationships with the County Commissioners, County employees, business partners, other governmental agencies, and the public, some times in stressful situations. Ability to set a vision for the future. Ability to build a strong leadership team that is capable of implementing the vision and goals of the County. Ability to analyze and solve administrative problems. Ability to prepare and analyze operating procedures and administrative reports. Ability to represent the County in public speaking events. Must be an effective change agent driven to inspire and implement change with excellent customer service, leadership, and communication skills. Ability to maintain an enthusiastic, self-reliant and self-starting approach to meet job responsibilities and accountability. Ability to anticipate work to be done and initiate proper and acceptable direction for completion of work with a minimum of supervision and instruction.
PHYSICAL SKILLS: Ability to communicate effectively using speaking, hearing, writing, and vision skills. EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited four-year college or university with a degree in Recreation Management, Physical Education, Natural Resources, Public Administration, Business Management, or a related field. Master's Degree highly preferred. Five years of experience in organized Parks, Recreation and one or more years of experience in Natural Resources based programs in a highly responsible supervisory and/or administrative capacity, preferably experience in both Parks and Recreation related positions. Verifiable history of progressive responsibilities and assignments. One or more of the following certifications is preferred: Florida Sterling Examiner, Baldrige Examiner, or Kaizen. A comparable amount of directly related experience MAY be substituted at the County's discretion for the minimum educational requirements if candidates are not available that fully meet the minimum requirements of the position as posted. LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid driver's license. Certification as a Certified Leisure Professional or Certified Parks and Recreation Professional or equivalent is preferred.
