Responsible for directing the operations and business functions of the City’s recreation, athletic/aquatic and senior citizen programs and facilities to ensure the community and its citizens are served effectively.

The City of Garland has 2,000 employees and is comprised of more than 40 departments that provide various services to residents. The City places a high priority on public safety and maintains a force of 323 sworn Police Officers and 255 sworn Fire personnel. While providing traditional municipal services, the City of Garland also operates its own electric utilities, water and wastewater treatment.
