The City of Portland Bureau of Parks and Recreation(PP&R) is seeking a Finance, Property and Technology Manager (FP&T Manager). Portland Parks & Recreation is the steward of a diverse portfolio of parks, natural areas, urban forests and recreational facilities with an annual budget over $200 million; and employs 615 full-time employees and more than 3,100 seasonal staff. The budget consists of nine funding sources including general funds, system development charge, grants, enterprise funds, capital funds, program revenues, levy, trusts and endowment funds. The FP&T Manager serves as the budget and financial administrator for the bureau who will plan, organize and evaluate the work of the Accounting, Finance, Property and Business Development, Customer Service and Technology teams, which provide a broad variety of business administrative support services to the bureau.
The FP&T Manager is a member of the Senior Management Team and is an integral part of planning and implementing the bureau's strategic directions. The incumbent will develop and direct the implementation of goals, objectives, policies and standards applicable to the bureau's business operations, including financial forecasting, reporting, and business functions. The FP&T Manager will have oversight to analyze current financial position and financing issues and challenges, participate in processes and practices to identify process, productivity and cost improvements, conduct research and evaluate alternatives for generating new sources of revenue, and managing the portfolio of contracts and agreements for PP&R's real property.

Applicants must meet each of the following minimum qualifications that are required for this position:
Knowledge and experience applying the principles, practices and methods of municipal budget development, governmental accounting, financial analysis and forecasting.
Knowledge and experience applying the principles and practices of effective management and supervision.
Experience applying creativity and flexibility in problem solving of complex and/or sensitive issues and problems.
Experience establishing and maintaining effective working relationships with all levels of any City and bureau management, other governmental agencies, employees, media representatives and other encountered in the course of work.
Experience exercising tact and diplomacy in dealing with sensitive, complex and confidential issues and situations.
